SAIC is seeking an Information Technology (IT) Continuity of Operations (COOP) Exercise Planner (SETA) to provide expert advisory and technical support to Government leadership across continuity of operations, exercise planning and execution, and crisis response. The successful candidate will bring sound judgment, strong analytical skills, and a proactive, solutions-oriented mindset to support organizational resilience and workforce readiness. This role demands a self-starter who can independently assess operational gaps, coordinate across complex organizational structures, and deliver clear, actionable recommendations to senior decision-makers.
RESPONSIBILITIES:
Successful candidate must be able to:
- Advise Government leadership on continuity, emergency response, and operational resilience strategies aligned with applicable Federal standards and policies.
- Develop, maintain, and improve COOP plans, resilience frameworks, SOPs, and related policy documentation.
- Plan, coordinate, and execute continuity exercises, tabletops, functional exercises, and war games to validate plans and assess organizational readiness.
- Develop after-action reports, improvement plans, and operational briefings communicating exercise outcomes and recommended corrective actions.
- Coordinate and integrate stakeholders across Offices, Groups, Directorates, and the CIO organization in support of continuity and resilience activities.
- Support C2 mission continuity requirements and crisis response protocols.
- Identify and implement continuous process improvement opportunities across COOP and exercise programs.
Qualifications
- Must be a U.S. Citizen
- Must possess and maintain an active Top Secret/SCI clearance with Polygraph
- Bachelor's degree or higher in a STEM field (ref: DHS STEM Designated Degree Program List)
- 5+ years of relevant experience in COOP, emergency preparedness, exercise planning, operational readiness, or a closely related discipline
- Strong written and verbal communication skills with the ability to develop plans, reports, and briefings for senior audiences
- Demonstrated ability to work independently, exercise sound judgment, and manage competing priorities in a fast-paced environment
